TOWN OF MANSFIELD
Traffic Authority
Minutes of the Meeting
November 6, 2008
Present: Hultgren, Meitzler, Padick
275/Sycamore intersection – DOT report received analyzing the intersection and the latest accident data. The requested signal or flashing beacon was not warranted. Some grading of the banks on the south side of 275 could be done to improve sight distance. Hultgren will send the report to the Glenn Ridge Cooperative which had requested this study update.
Updating Town road speed limits – STC approval for most of the speed limits requested was received. The Town’s spreadsheet of approved speed limits can now be updated. Three road sections were not approved based on their very short length: Blake Lane, Highland Road West and Jackson Lane.
89/195 Church driveway warning sign – Hultgren discussed this with the DOT traffic engineer and neither could find the original letter/request on this matter. A new letter/request was then written and sent to the DOT in early November.
89/195 Pedestrian safety concerns – a letter was sent to DOT asking for their analysis. A response has not been received as yet.
Route 44/Codfish Falls intersection concerns – still pending at DOT. A traffic engineering report is expected any day.
Advance green request at 32/275 – pending with DOT.
Bus stop request on the north end of the Clover Mill Road loop – the tree clearing has been done by the DPW and a temporary stop will be set up as soon as the signs can be erected.
Gurleyville/Bundy intersection – Although this intersection was discussed at the October meeting, Hultgren had obtained the accident data from the DOT which he circulated and the intersection was discussed again. There were no accidents at this location in the last 3 years. Hultgren circulated a draft letter to Mr. Beckert explaining why stop signs on Gurleyville could not be approved. The letter was edited and Hultgren will send the revised letter to Mr. Beckert.
“Walk facing traffic” requested signs/PR program – no report, will remain on the agenda for December.
UPS drop box in the Town Hall/CC parking lot – a map prepared by Meitzler was reviewed and a location next to the existing mailbox in the parking lot (opposite the Town Office Building) was approved as long as it is similar in size to the existing mail drop box.
Centerline road striping (Flaherty Road) – Hultgren presented centerline striping guidelines from two editions of the MUTCD and Sacramento County. Different types of centerline stripes and the criteria for when this should take place were discussed. Additional research is needed, and no decisions were made. The item will remain on the agenda for future meetings.
Speed hump request for Pinewoods Lane – Hultgren presented the traffic data that had been obtained this week noting that the ADT of 127, the average speed of 21 mph and the 85% speed did not meet the criteria for traffic calming. He will write a letter to the requestors responding to their request and indicating that speed humps are not warranted.
Mansfield City Road/Crane Hill Road/Stearns Road intersection – the request to place “traffic from the left does not stop” signs under the stop signs on Mansfield City Road at this intersection was approved. The DPW will order and erect the signs.
Bus stop location on Rte 275 west of the Community Center driveway – a map prepared by engineering was reviewed. A temporary stop was approved approximately 90 feet west of the CC’s exit drive. Since this is a State Highway, DOT approval will be needed as well. If the stop becomes permanent, the Authority wants a pull-off area for this stop.
Hunting Lodge/Birch intersection – The request to place a stop sign on the uncontrolled leg of this intersection was discussed. The matter was referred to Engineering to get traffic and speed data, accident data, etc. for further discussions at the December meeting.
