I.                    WELCOME AND INTRODUCTIONS

II.                  OPPORTUNITY FOR PUBLIC TO ADDRESS THE COMMITTEE: no comment.

III.                REVIEW OF MINUTES: The minutes of the October 31, 2007 meeting were reviewed.  Note in V., Section E., “Other”, It should read that “G. Padick pointed out that it is possible that we will not know for 1-2 years about the status of the UConn water supply.” (pg. 4).  It should be noted that this study has not been contracted for to date.  The scope of this study is being looked at very carefully before it starts.  The use of wastewater is being reviewed and there should be recommendations about that in the next six months.  G. Padick has asked UConn officials to assist us in assessing the impact of the drought that we have experienced.  The minutes were accepted with that correction.

IV.               COMMUNICATIONS:

A.     Agenda

B.    October 31, 2007 Minutes

V.                 DISCUSSION/NEW BUSINESS:

A.      Review of presentations to date/qualifications received: discussion re: the Benchmark presentation.  It appears that they appreciate the desirability of the proposed location, and would see a location in the southern end of town as being less desirable.  A. Kenefick raised the question about what would be marketed if it was not the current location?  S. Thomas pointed out that most facilities rely on a van and other transportation, and that seems more important than location.  There were some questions about the Benchmark staffing model.  The consensus was that we will invite all three developers to submit formal proposals to get a clear sense of what they will actually offer.  We want to partner with a developer who is innovative, will maximize proximity to the university and develop a facility that meets the needs of residents in the area.  There was a question about whether the proposed site will work optimally for Masonicare.  J.A. Bobbitt pointed out that there is a new model of a “virtual senior community,” and K. Grunwald will forward information about that to committee members.

B.      Schedule for future site visits: There is a site visit scheduled for this Friday, Nov. 16 to United Methodist Homes’ facilities in Farmington and Newington.  We will look at Nov. 28 for a visit to Masonicare.

C.      Development of an RFP: K. Grunwald will present an outline for an RFP so that the committee can begin to finalize this and release it.

D.      “Other”: none.

VI.               SCHEDULE FOR NEXT MEETING: Wed. November 28, 9-10:30; location TBD.

VII.             ADJOURNMENT: the meeting adjourned at 9:50 PM

Respectfully submitted,

Kevin Grunwald
